The mechanism, from the book

The first one through pays the whole price, and everyone after walks through an open door. These are the doors.

The first step

Pick one profession, say doctors, and write down every step a doctor trained abroad must take to practise in Sri Lanka: which body registers them, which documents it wants, which exam, how long each step takes and what it costs. Check the list against the rules the registering body publishes, then offer it, with the paperwork done for them, to 3 doctors abroad who say they want to come home. How many finish is your proof.

Who pays first
A Sri Lankan doctor, nurse, engineer or accountant working abroad who wants to come home and would pay a fixed fee not to lose a year learning the process alone.
What leaves today
A professional who cannot get permission to work at home stays abroad, and the country keeps paying to train people it then cannot take back.

Ask first

  • Sri Lanka Medical Council. Ask what a doctor trained abroad must provide and sit to register here.
  • Tertiary and Vocational Education Commission. Ask how qualifications earned abroad in a trade are recognised here.

Check before you spend

Confirm each step and document with the registering body for that profession before you quote a fixed fee, and never promise a result.

  2. What would one pay for the whole process done for them?
  3. How long does each step take now?
