The mechanism, from the book

An ocean eight times the size of the land, and a fishing fleet that sells its catch on the beach. The Maldives built a tourism industry on water Sri Lanka has more of.

The first step

Price one full day of catch-and-release fishing with a fishing-boat owner who already goes out beyond the reef: fuel, crew, bait and tackle. Then message the organisers of angling clubs in the Gulf and Europe with that price, a short video of the boat and a proposed week, and ask whether a group of four would book. One group paying a deposit is the proof, and a list of refusals tells you what they need instead.

Who pays first

What leaves today
The fishing boat earns the price of the catch at the beach, while the far higher price of the fishing itself is paid to charters in other countries.

Ask first

  • Department of Fisheries and Aquatic Resources. Ask whether sport-fishing trips with visitors need a licence for the boat.
  • Sri Lanka Tourism Development Authority. Ask whether fishing charters must register as a tourism service.

Check before you spend

Whether the boat is licensed and insured for paying guests, and what rules apply to catch-and-release fishing in your waters.

Find out these three numbers

  1. What do Gulf anglers pay for a day of sport fishing elsewhere?
  2. What does one day cost the boat in fuel, crew and bait?
  3. How many organised groups would book a season?
