The mechanism, from the book

The one thing. A country where people do not expect the rules to hold cannot build anything else, and proof can be manufactured by private people, one published record at a time.

The first step

Choose one skill in demand abroad, such as welding, electrical work or care, and ask two employers or recruitment agents abroad what test they would accept in place of their own. Write that test, run it for five candidates as a practical task, filmed and marked, and send the results to the employers. The proof is an employer who accepts the certificate and hires on it.

Who pays first
A worker going abroad whose local certificate is ignored, or an employer abroad paying a fee to hire without retesting from scratch.
What leaves today
Workers leave as unskilled labour because their certificates prove nothing abroad; a test employers trust sells their skill at its real price.

Ask first

  • Tertiary and Vocational Education Commission. Ask how a skills test can become a recognised national qualification.
  • Sri Lanka Bureau of Foreign Employment. Ask which skills employers abroad most often ask departing workers to prove.

Check before you spend

Confirm which test the employer abroad will accept in writing, that your assessors are qualified, and how a certificate can be checked by anyone.
